Dalian University of Technology (DUT) is a national key university directly administrated by the Ministry of Education of China and sponsored by Project 211,Project 985 & "Double First-Class" Initiative. Internationalization is one of the important strategic goals of DUT. The university has established long-term stable collaborations with 311 universities and institutions in 42 countries and regions, 3 Sino-foreign cooperative institutions with Ritsumeikan University, Leicester University, Belarusian State University respectively, and 1 Sino-foreign cooperative program with University of California, Irvine. In order to enhance students’ international vision and academic capability, the university actively fosters over 150 overseas exchange programs, and in recent years, nearly 3,000 students study overseas for long and short-term exchanges each year; more than 600 overseas experts and scholars have been invited to DUT for long/short-term visiting programs each year.

In 2012, based on the demands of national and regional economic and social development and in order to accelerate the construction of a world-class university, DUT made an important decision to build a campus in Panjin. In September 2013, Panjin Campus was officially put into operation. After approved by the Ministry of Education, the campus was jointly established by DUT and Panjin City, Liaoning Province. As an important part of the "One university, Two cities and Three campuses" layout of DUT, the campus was built by following the educational policy of the "High starting point, new model, internationalization and cooperative construction".

There are four schools in the campus:Leicester International Institute, School of Chemical Engineering, Ocean and Life Sciences, Business School and School of General Education, specialized in two major domains of energy resources and digital economy, which include some specialized disciplines and majors, such as energy chemical engineering, marine technology, biomedicine, economics and E-commerce.

The campus is dedicated to creating a high level of education internationalization, and strives to cultivate students' international perspective with the new paradigm of the "Local internationalization". Panjin Campus has a strong international atmosphere, characterized by a focus on the international cooperative education approach, complemented by various international exchange programs and joint training projects with the world prestigious universities.
